Lithuanian and Russian telephone line for children
Children line – non-governmental organization providing emotional help for children and teenagers. Children line works in Russia since 1989 year in Moscow and in Lithuania since 1997.
Children line allow time to take action to eliminate the adverse effects arising from family conflicts, runaways, and suicide attempts. Service helpline included in the system of child protection: the treatment of children as a signal of their psychological and social distress as well as on direct violations of their rights. Children and teenagers may apply to Children line because of various bother, misunderstandings with friends, parents, teachers or simply when they have got difficulties at school. Children and teenagers may also ask for a help when they feel lonely, unloved, are under constraint, taunted or they just are in trouble and want to advise with somebody.
Children line provides psychological help by freefone, letters and internet. The help is provided for children and teenagers till 18 years. Currently there is a possibility for parents to write a letter to Children line in order to advise with professionals concerning taunt problem among children. Website of children line provides descriptions of difficulties (e.g. stress of final exams, taunts, violence, friendship, pubescence, eating disorder, safety in the internet), which arise for children and teenagers, and ideas, suggestions how these problems may be solved. Help by telephone. The main Children line’s activity is the psychological help for children and teenagers by telephone. This telephone number is free. To call to Children line one may by fixed telephones, public telephones and mobile ones (all operators). When one calls by public telephone, he does not need a telephone card – he has simply to take a telephone, dial 8-800-11111 in Lithuania (8–800-2000–122 in Russia) and wait for the answer of Children line’s consultant. To call to this organization one may every day from 11 till 21 hour. Telephone is available not only on weekdays, but also on weekends and holidays. Calls of children and teenagers are answered by consultants – people, who are competent working by telephone in order to help children in the best way. Children line’s consultants hear out children, try to make them feel better and if there is necessity – search for the best solution of a problem together with a child. Every call, which reaches Children line, is important! However, Children line’s consultants cannot meet with calling children, give them money or other things. Children line is confidential, i.e. everything what is told by children and teenagers to Children line’s consultant, will stay between a child and Children line. Additionally, every person who calls to Children line may stay anonym – there is not necessity to introduce oneself, tell one’s name or place from where one is calling. One may tell as much as he/she wishes.
Help by post. In 2002, in April, “Children post” established in Vilnius Children line, got the first letter and began its activity, helping children to solve their various problems. Till the beginning of 2006 the consultants of “Children post” answered to about 300 letters of various age of children. “Children post” is available for all children and teenagers from the whole Lithuania, who want to share their difficulties and concerns. It is especially an advantage for those children, who have got difficulties, but have not possibility or are afraid to call to Children line. Such children can apply to “Children post” and get an answer in written. There are children who better write a letter than call. When one is calling he/she may stay totally anonym (i.e. it is not necessary to introduce oneself), while communicating by post it is necessary to indicate address in order consultants could answer. Child’s name and address is needed only because of knowing where to send an answer. Everything, what is sent to “Children post” or told by telephone, is carefully saved and any information about a child, his location, told problems do not “go” outside Children line. Sometimes children ask for other children’s addresses, who write to us, in order to correspond with them. “Children post” cannot do that because of two reasons. Firstly, organization ensures confidentiality for all writing children. Secondly, “Children post” is not a dating agency, it is interested in psychological consulting and support of children. Similarly, organization cannot help when child asks for some material things, e.g. to send him money, scraps, magazines. “Children post” undertakes to send an answer not later than 10 days after getting a letter. It does not depend on letter’s length or indicated difficulties.
Help by internet. „Klausučio šalis“. “Klausutis country” – it is a place (in Lithuania) where children and teenagers may ask for a help by internet, writing an e-mail to Klausutis. Klausutis – a character of Children line, to whom children and teenagers may apply due to their various arising difficulties and questions. Children and teenagers, who want to write and read the answers of Klausutis, have to register. Child’s login and password help to keep confidentiality of his letters and his anonymity. To register is necessary in order a child could enter “Klausutis“ country and communicate with him. Thus, letters, written by a child and the answers of Klausutis, are seen only by a child and Klausutis. None of the guests, who are in the website of Children line, cannot read child’s letters and answers of “Klausutis”.
Help for adults. Parents and teachers are invited to apply to Children line’s professionals in order to advise with them about situations, concerning taunts. Adults may write e-mails to special e-mail address. Parents and school employees may apply with questions, related with taunt problem among children. E-mails are answered by Children line’s professionals. Children line waits for e-mails from parents whose children undergo taunts, harm the other or are observers of taunts. Similarly, professionals are available to answer to those parents, who are interested in educating children that do not face with such problems at school directly, and how it would be possible to prepare them for potential challenges. School employees may advice how could they help for a child, who undergoes taunts or sneers at others and, additionally, what kind of help children can expect from teachers when they are not connected with taunts, but are observers in their environment. Children line are organized lectures, seminars about taunts, social actions. Also there are arranged trip to schools programs, when Children line’s consultants and volunteers go to various schools of Lithuania, meet students and talk about difficulties with which children and teenagers face, what is Children line, what help does it provide. In this case helpline is an effective method to protect children in difficult situations. Also, it could be the channel through which the child or the adults can ask for help if there is impossible to get advice and support from family and friends.
Data about agency activity Every year there is arranged and presented annual activity report, which deeply represents Children line’s activity. In Lithuania volunteers of Children line answered to 82204 calls in 2008. On the 23rd of February in 2004 Children line presented campaign “Stop sneering!”, whose aim – to make society to pay attention to abuse, to lessen children’s, teenagers’, parents’ and persons’, who work with children, apathy to this problem. Campaign “Stop sneering!” consists of: publishing and dissemination of information about abuse, cards with childhood pictures According to statistics, 28 percent of children want to talk about relationships with parents, 17 percent of the children who call the helpline, concerned about the problems of relationships with friends; other calls - 2-7 percent – are about protection of child rights. Around 80 percent of calls come from children, others - from adults.
Data about the agency researh There are still not many researches made in Lithuania about abuse distribution, however there are information about surveys related with taunts, made in separate schools. The biggest part of data, got from different schools, tell about similar distribution of taunts: third of children states they undergo taunts, about 13 – 17% tell sneering others. In 2006 December there was made a research in Vilnius Secondary schools. The research was participated by 3 – 10 course schoolchildren from two schools: in total 982 children, i.e. – 467 girls (47,6%) and 514 boys (52,3%). Rather more than 30% of children stated undergoing taunts none the less 2 or 3 times per month. 13,8% of children indicated sneering at others 2-3 times or even more often per month. Children, who mostly undergo taunts, are 11-13 years old, i.e. 5-7 course, while children from higher courses more often sneer at others. The results of this research show that the most widely spread taunt form is calling ill names, the most rarely met – things damage, denuding of money. Such results may be related with tolerance of these acts in society and the threat of punishments. Thing damage and denuding of money are treated as racket and children may be strictly punished for such behaviour. Calling ill names is often approached as absolutely normal and not painful behaviour for other person. For that reason people do not pay attention to such behaviour so much and more rarely try to stop it. However, calling ill names like the other types of taunt, may hurt children not less. Sneering at each other is met equally among girls and boys. It was noticed that for boys it is inherent physical, direct taunt forms: hustle, striking and etc., and girls more often tend to practise and most often suffer from indirect and verbal taunts – slander, slight. Children sneering at others and undergoing taunts themselves are not totally separate groups – they are related: a big part of children undergo taunts and at the same time sneer at others. It seems that there has form a particular taunt culture. 2008 research reveals that 83% of schoolchildren have undergone emotional violence from other children. However, emotional violence is lessening: children from higher courses more rarely than schildren from middle courses undergo slight, calling ill names, taunts from their contemporaries. 59,7% of schoolchildren stated they know what it means physical violence from other children. Physical violence is also lessening: children from higher courses more rarely than children from middle courses undergo thing damage, tripping, spit from their contemporaries. Though, pelt of things, group striking and film violence are undergone similarly often. 63,3% of schoolchildren stated that teachers have practiced emotional violence towards them: shouting, calling ill names, alienation, sneering. Every nine schoolchild maintained teacher has abused him physically.

There are different types of helpline in Russia, for example one of them with specialist only another – only volunteers. The majority of this service is professional work, but volunteer service is also good. The example of volunteer service - the line called "Same age as you are" where work people around 18-20 years old. These helpline don’t require any special expenses, but that it’s not less effective.
Our thoughts Firstly, we decided to choose Children line agency, because our group member Erika finished course of volunteer in Children line of Lithuanian. It was interesting to know agency not theoretical, but from inside in different ways. This organization is specific, because of help for child in different ways: telephone, internet and post. Every child can choose the best variant for him/her how to get information, support and calming. Because we wanted to know not just about Lithuanian, but also foreign countries, so we choose to compare with Olga about Rusian Children line. It was wonderful experience and feelings.
This agency is fascinating to me. It seems like a great idea to give children a safe and consistently accessible way to receive help and advice. I do wonder about the phone line specifically when it comes to issues of abuse. If all the calls are anonymous how does one report child abuse? If social workers are legally and ethically responsible to report instances of child abuse or neglect, do they often encounter ethical dilemmas when children don't want to reveal the names of themselves or their abusers? How is this dealt with? How are victims of abuse helped?
I have never heard of an organization so devoted to the privacy of children. It gives them a safe place to let out there emotions and feelings which is, I think, essential for children, especially if they feel they have no one to talk to. In the U.S. I think it would be more of a concern not being able to report children who are being abused. I too wonder what do they do in situations where the child is disclosing harm to themselves or others. Has this agency ever had an instance where a violent crime was reported or threatened?
It's amazing to see that so many people are devoted to this program. It appears that the volunteers are such a vital part of the program. I was curious how the program evaluates the effectiveness of the service provided. It seems as though the expansion from the telephone to the internet and letters has made it possible to reach many more children in years past. I was also interested in how the children's line is perceived by parents. Are there some parents who oppose this service provided to their children?

ReplyDeleteHelp by internet.
ReplyDeleteHelp for adults.
ReplyDeleteChildren line are organized lectures, seminars about taunts, social actions.

Data about the agency researh
ReplyDeleteThere are still not many researches made in Lithuania about abuse distribution, however there are information about surveys related with taunts, made in separate schools.

Likewise “Children line” supports social-creative action “Create a song for celebrity” in order to change taunts to friendship and music. An action is organized by project “For library’s advance” and participating libraries. Youths are invited to write a song text for their favorite Lithuanian celebrity – later every singer or band will choose one of written texts and record it. During the action the songs will be recorded into CD and texts will be published in the special action’s website.

ReplyDeleteOur thoughts
ReplyDeleteFirstly, we decided to choose Children line agency, because our group member Erika finished course of volunteer in Children line of Lithuanian.
ReplyDeleteI have never heard of an organization so devoted to the privacy of children.
ReplyDeleteIt's amazing to see that so many people are devoted to this program.
