Kaunas City Social Service Centre is a municipal budget institution for social services. The Centre was established in 2002-05-30 Decision of Kaunas city Municipality Council. Institution subordinates to Kaunas city municipality administration‘s Department of Social Affairs, Social Services Division.
MISSION The goal of the Centre – to provide social services to various disadvantaged groups, in order to increase the opportunity of Kaunas city community to live in decent conditions and develop their independence skills.
STAFF There are 94 employees, which are dependent on Municipality‘s budget and the Government targeted grants to Municipality‘s budget. The volunteers are not taking part in Center’s work. Administration of the Centre consists of director, deputy director, chief accountant, two specialists and manager. Director coordinates the activities of the Centre, runs various projects and represents the Centre. Deputy Director is responsible for monitoring, coordinating and supervising the activities of Services of the Centre.
Every year there are students from Kaunas University of Applied Sciences, Vytautas Magnus University or Kaunas Technical University, who make their practice, field studies or their research for bachelors or master's thesis in the Centre.
Center’s activities are audited by municipal internal audit and Ministry of Social Security and Labor of the Republic of Lithuania. A separate subdivisions of the Center submit monthly reports on the provided services and number of customers for the director of the Center every month. The quarterly and annual activity reports are prepared. The work of subdivisions and quality of provided services are assessed on the basis of quantitative (how many adults and children received services, how much and what kind of services were provided etc.) and qualitative (the reasons why it was decided to provide social services, users' opinion about the social services provided etc.) criteria set out in Regulations of the Subdivisions.
FUNDING Kaunas City Social Service Center is funded by grants from the Government and from the municipality’s budget. „Low threshold“ Subdivision also receives funding from the various projects.
SERVICES Kaunas City Social Service Center has three Subdivisions, which provides particular services for different customer groups. • Family Support Subdivision; • Support at home Subdivision; • „Low threshould“ Subdivision. The specialists of the Centre provide common and special social services. Common social services are individual services, which do not require constant professional care. Special social services are a set of services to a person (family). This complex of services does not require constant specialist care assistance as well. Kaunas City Social Service Center provides special social care (assistance at home) services and those services are paid or free of charge.
FAMILY SUPPORT SUBDIVISION Family Support Subdivision is one of the Kaunas City Social Service Center‘s structural units. Subdivisions aims are to maintain and restore the independence of families carrying out various necessary functions in public and private (family) life; to help families solve their social problems, in order to prevent taking of children from the family. Family Support Subdivision‘s personnel is trying to achieve goals by implementing the following tasks: inquires the social situation of social risk families; continues prevention of social problems rise in social risk families; determines the needs of social services for social risk families; plans and provides social care services for social risk families; rates the effectiveness and efficiency of social care services provided to social risk families; mobilizes the team of specialists for a work with social risk families; collects the information about the problems of social risk families and their social environment; submits proposals on the social situation of social risk families and solutions of the problems. Structure. Subdivision staff consists of 24 employees: Head of the subdivision, senior social worker and 22 social workers. Staff employees must be a graduate in social work or other higher education in the field of social sciences and have at least five years experience in social work and social workers' professional qualification. Clients. Clients of the Family Support Subdivision are: • Social risk families, (families where grow up children to 18 years and at least one parent is abusing alcohol, narcotic, psychotropic or toxic substances; is dependent on gambling; is unable to care after children because of the lack of social skills; use the emotional, physical or sexual abuse against their children; is not using received public assistance by the family interests) • families with children in temporary custody (foster care), • families of foster carers, children living in social risk families, • Families needing assistance in order to avoid temporary or permanent custody of children or dysfunctional families.
Services. 1. Common social services (information, counseling, intercession and delegation); 2. Special social services (Social skills training and support, for instance help on planning families budget, help in household chores, support dealing with family problems etc.) The most common clients of the Subdivision are families at risk. Employees of the Centre receive information about social risk families from the Department of Child Rights Protection. Afterwards the employees of the Centre visit social risk families and gather various information about them from schools, clinics, kindergartens, etc. Family Support Subdivision is actively cooperating with the police, Child Protection Division, local authorities, non-governmental organizations, religious communities and other institutions. If it is found that the family needs the social skills training and support services, a contract with a family is signed. Family problems, family’s and social worker‘s actions which are necessary to solve the existing problem are identified in the contract. Acceptable solutions to the problem are trying to be found in conjunction with the family. Family members are involved in decisions making and the aid process. Efforts are being made that the tackling of the problem would be acceptable to family members, depending on the availability of competencies and resources they have. The development of independence and responsibility of the family grows when the family members are included in problem solving. The above – mentioned services are provided by social workers at the Subdivision or family‘s home. Family support services are provided for free. In order to help families solve problems, social workers of the Centre visit risk families at least once a week. Sometimes people themselves are invited to come to the Family Support Subdivision for the services, but it rarely happens because of the lack of motivation.
SUPPORT AT HOME SUBDIVISION Support at home Subdivision is one of the Kaunas City Social Service Center‘s structural units. The aim of the Subdivision is to restore and maintain adult‘s with disabilities, elderly people and children‘s with disabilities ability to solve their own problems and help them to live independently as long as possible in their environment. Structure. Subdivision staff consists of 61 employees: Head of the subdivision, 4 social workers, 51 home care workers, 2 drivers, nurse, 3 nursing assistants. Clients. Clients of the Support at home Subdivision are: • Elderly people; • Children with disabilities; • Adults with disabilities and their families.
Services. 1. Common social services (information, counseling, intercession and delegation); 2. Special social care (help at home) services: supplying food, cooking, escort to medical institutions, assistance in household chores, assistance in personal hygiene and care, tax paying ect. 3. Daily personal social care services at home. It is a set of social services to provide comprehensive support to a person at home during the day, promoting personal independence. Daily personal social care is given to people with severe disabilities and a demand for social day care at home was determined in accordance with law. Daily social care services are paid; the payment for services is determined with accordance to personal income and does not exceed 20 percent of personal income. Daily social care services are provided 3 to 5 hours per day up to five times a week, Subdivision working hours on weekdays. Daily social care services include: information, counseling, mediation and representation, communication, catering, transport organization, the organization of personal hygiene services (laundry, changing diapers etc.), assistance in dressing, feeding, bathing and other forms of assistance, education and support of daily living skills (management of cash accounts, making purchases and paying taxes, planning and carrying out household chores, communication, etc.) and other necessary services for a person according to his level of independence. These services are provided by social workers and their assistants. Health care services are provided under requirements for Care services in health care outpatient institutions and at home which was ratified by Minister of Health of the Republic of Lithuania Daily social care services of health care are provided by nurses and nurse assistants.
„LOW THRESHOULD“ SUBDIVISION The aim of the „Low threshould“ Subdivision is to plan and provide social and medical services to social risk persons (people using intravenous drugs, involved in prostitution, and people with social diseases (HIV / AIDS, TB, hepatitis B, etc.)). Structure. Social worker, disinfector, nurse. Services. 1. Common social services: informing, counseling, intercession and delegation, providing the minimum of clothing and footwear, personal hygiene and care, transportation. 2. Medical services: free blood tests of HIV / AIDS, hepatitis, and replaced of syringes (used in the new ones), dressing, giving medications from lice, etc. Clients. • Persons addicted to drugs, • homeless, • people with TB, HIV / AIDS, sexually transmitted diseases, • persons engaged in prostitution.
The service people are using drugs or their relatives may call anonymously. Employees are advised, the most common topics of consultations - the patients' family problems, employment and working a job, financial status, legal problems, as well as health education and training. These meetings have provided information about HIV / AIDS, sexually transmitted diseases and hepatitis B, C, and the prevention of neglected effects of psychoactive substances in the body, long-term and short-term effects of consumption. People using drugs or their relatives may anonymously apply to „Low threshould“ Subdivision. The employees of the Subdivision advises clients, the most common topics of consultations - the patients' family problems, employment and a job search, financial situation, problems with the Law, as well as health education and training. During these meetings information about HIV / AIDS, sexually transmitted diseases and hepatitis B, C, it‘s prevention, effects of psychoactive substances for the body, long-term and short-term effects of drugs, is provided.
„Low threshould“ Subdivision is usually the first place where the drug user starts to communicate and talk about his problems, then the professionals of the Centre engages him to seek the necessary help. The Subdivision is the only intravenous drug users access to social care and health care institutions, because most of drug users do not want to change their lifestyle and do not look for a help. Therefore, first of the drug user is registered to Labor Exchange Office in order to become accessible to the social and health services. Activities of the „Low threshould“ Subdivision are not only a real support to the drug user, but also protection of the society against the spread of infectious diseases and drug users commit crimes.
